Santa Clara University's
Philalethic Invitational Tournament
Saturday thru Sunday/April 2-3, 2005

Dear Colleague:
Santa Clara University Philalethic Debating Society invites you and your
squad to participate in their Annual Spring Invitational Speech and
Debate Tournament to be held on Saturday-Sunday, April 2-3, 2005. The
tournament is, as always, designed to get your students excited about
speech and debate activities along with providing a warm up for the
California State Tournament and the National Qualifying Tournaments.

The tournament will consist of five preliminary debate rounds and the
traditional three preliminary rounds of events. Individual events will
be ONE pattern. Double entries are allowed.  Individual events offered
are:  Extemporaneous/Dramatic Interpretation/Expository/Original Prose
Poetry / Oratorical Interpretation and Impromptu /Persuasive /Humorous
Interpretation /Thematic Interpretation and Duo Interpretation.

Students will compete in two divisions: Open and Novice. We reserve the
right to combine divisions for the purposes of preliminary competition
if the entry warrants. The tournament also has best speaker awards for
team debate divisions. Persuasive will include both advocacy and other
"persuasive" speeches and Extemporaneous is combined national and
international.

There will also be one single division of Student Congress with three
preliminary rounds advancing to a final round. Please check at the
bottom for the Congress bills.

Enclosed are entry forms, tournament schedules and a map of the college
campus. Entries should be received no later than Monday March 28. Email
to mjaich at scu.edu. Please, no telephone or postal entries. Fees will be
assessed at 6 p.m. on Wednesday, March 30. Student drops after Wednesday
at 6 p.m. will also be charged. The number of entries may be limited for
space considerations on a first come, first served basis; so email your
registration early.  Do not assume your teams have been accepted until
they're listed on the "confirmation list" provided on our outgoing phone
message or confirmed by email starting Tuesday morning, March 29.

Schools are encouraged to bring qualified judges. One judge covers  two
policy or Parliamentary debate teams or four Lincoln-Douglas debaters,
or five event or Congress entries.  Double entries obviously count twice
against judging. Please call if you have questions about your judging
requirements. School will pay a penalty fee for uncovered debaters or
eventers.  NOTE: Committed school judges who fail to check in at the
judging table when assigned may have their schools fined per round.

The Airport Hyatt Hotel will again be the designated tournament hotel at
the excellent rate of $75.00. Enclosed please find the registration form

Please make checks payable to "SCU Debate". Please return this form by
email to mjaich at scu.edu. Schools with judges are required to provide one
judge for every two teams in elimination rounds up to one round past
where the school drops from competition. Brackets will be broken to
avoid teams from the same school hitting each other. All events may use
notes. Novice is normally defined as those students in their first year
of competition. Oratory and Advocacy are combined. Lincoln-Douglas
Debate will use the March/April NFL Topic. Team debate will use the
format: 8-3-5 with 8 minutes prep time. Lincoln-Douglas will be
double-flighted. Congress Bills are at the bottom of this announcement.

PARLIAMENTARY DEBATE  (NPDA Rules): Teams will alternate between being
Government or Opposition to a topic. Parliamentary debate topics will
alternate between current events and philosophical matters. (Multiple
topics will be distributed to the debaters in all rounds, giving each
team an opportunity to strike a topic.)
Parliamentary Debate Times:

Rebuttal. Each team gets 15 minutes preparation time after the debaters
have received the topic. (Once the topic has been received, no person
may be consulted except the partner or the judge.) Teams will get new
topics every round. No evidence is allowed; teams can only cite "common
knowledge". There
is no prep time and questions are asked during speeches (although not
during the first or last minute of speaking time). Contact SCU debate
for more specific information about Parliamentary Debate. Schools are
encouraged to check the NPDA webpage for additional information on this
relatively new event.

CONGRESS BILLS/RESOLUTIONS FOR 2005 SPRING SCU TOURNAMENT
(with thanks to the Stanford and CHSSA tournaments)
Bill #1: Economic policy:  Whereas, the Federal Government is running a
substantial deficit, And Whereas, most Americans do not use rail service
any longer, Be it enacted by the congress here assembled that the United
States Federal should eliminate subsidies for Amtrak rail service by the
2006 fiscal year.
Bill #2: Military policy:  Whereas, our negotiations with North Korea
over nuclear weapons should take precedence over other concerns, and
Whereas, the South Korean people do not want our troops in their
country;  Be it resolved by the congress here assembled that the United
States begin a phased withdrawal of all American troops from the Korean
peninsula to be completed by 2008..
Bill #3: Social / Education Policy:  Be it enacted by the congress here
assembled that the Dutch model of marijuana legalization be adopted, and
that all persons currently imprisoned whose marijuana possession
offenses would not have been criminal under the new law shall be
released by congressional act.
Bill #4: China: Whereas: Human rights violations are happening
constantly in China including rape, the use of child soldiers,
population control measures and discrimination; and Whereas: The United
States is not taking action to stop these abuses now; and Whereas:
Without trade to the United States, China will be forced to change their
current human rights policies; and Whereas: Preventing human rights
violations in China acts as a message to other countries that such acts
will not be tolerated; Therefore: Be it resolved that the US stop trade
with China until their record on human rights violations substantially
improves.
Bill # 5: Affirmative Action: Be it enacted by this student congress
here assembled...Section 1: Affirmative Action shall be reinstated by
the University of California Regents and California State University
Trustees. Section 2: The policy of Affirmative Action will now be based
on the standard of socio-economic guidelines. Section 3: This bill shall
take effect during the 2005-2006 school years for students
being admitted to attend during the 2006-2007 school year.
Bill #6: Election Reform: WHEREAS In most all voting situations, the
person getting the most votes is the winner, and WHEREAS the 2000 U.S.
Presidential election showed the winner of the popular vote does not
always get elected; and WHEREAS the practice of awarding all electoral
votes to the winning candidate of a state invalidates all of the votes
cast for the losing candidate, and WHEREAS many people are calling for
the Electoral College to be abolished and be replaced by a direct
popular vote, THEREFORE, BE IT RESOLVED the Electoral College votes be
apportioned on the basis of the percentage of votes each candidate
receives.
Bill #7: Debt Relief: Whereas: Third world countries spend more money on
debt repayments than they do for healthcare and education; and Whereas:
Third world countries also spend more money on debt repayment than they
receive in aid from other countries; and Whereas: When these countries
are in debt their governments are unable to provide their citizens with
a better quality of life; and Whereas: Britain has relieved some of the
debts of third world countries; and Whereas: Millions of lives could be
saved if these debts were cancelled and their money was put toward more
worthy causes; Therefore: Be it resolved the US waive all debts owed to
them by third world countries.
Bill #8: Imported Pharmaceuticals:  Whereas, many Americans are buying
drugs from Canada at lower prices, and Whereas, medical costs keep
rising, Be it Resolved that the U.S. government allow the importation of
pharmaceuticals from other countries.
